China-ASEAN Ocean Big Data Integrated Information Service Platform

In 2013, with President Xi Jinping’s proposal of the Belt and Road Initiative, maritime economic cooperation between China and the ASEAN has gradually become a bright new possibility for regional economic cooperation, bringing together a country and a region with vast sea areas and abundant marine resources.

In 2014, at the 17th China-ASEAN (10+1) Leaders’ Meeting, Premier Li Keqiang identified the “China-ASEAN Maritime Cooperation Center” as an important part of China’s “Belt and Road” cooperation. The “China-ASEAN Ocean Big Data Integrated Information Service Platform” was subsequently developed and is an important part of this center.

Xiamen University, located in the beautiful city of Xiamen and a starting point of the “Maritime Silk Road”, has been developed in the ocean civilization. The university’s geographical advantages and extensive academic knowledge have made it the preferred builder of the “China-ASEAN Ocean Big Data Integrated Information Service Platform”.

Since its inception, the China-ASEAN Ocean Big Data Integrated Information Service Platform has grown into a comprehensive and interdisciplinary platform based on elite disciplines at Xiamen University, including information science, Southeast Asian studies, marine science and geography. It has China and ASEAN members as major players and the analytical and evaluation indicators as the bases and can quantitatively measure the competition and cooperation between China and the ASEAN.

According to different levels of information processing and extraction, the service platform can be divided into the following five modules.

First, basic data collection. The platform uses open source data published by international governmental and nongovernmental organizations, the statistical departments of various countries and Internet big data as the main data sources. The platform supplements these data sources with industry-specific databases and self-owned scientific research data, thus forming a comprehensive data acquisition system.

Second, big data integration and storage. To contend with the large scale and complex structure of source data, the technical team has mainly adopted the following information processing tools: natural language and multimedia information intelligent processing, heterogeneous data association, mining and knowledge discovery, big data distributive storage and efficient indexing.

Third, index platform construction. Because the platform is an analytical data system, the economic data team has conducted in-depth study of the most widely used analytical indicators and evaluation systems with the highest application value in academic research, business analysis and policy assessment in various fields of marine economy. A marine economic information intelligent processing system with Six comprehensive index databases, six marine industry index databases and two real-time index databases has been constructed.

The six comprehensive databases summarize trends in economics, trade, institutional cooperation and environmental collaboration between China and ASEAN countries since 1970. The six marine industry indicator databases cover marine fishery, the marine oil and gas industry, marine transportation, marine ship building & repairing, ocean engineering construction and coastal tourism, focusing on measuring the industries’ institutional composition, development capability and bilateral competition and cooperation.

In contrast to the above-described index database, two real-time sentiment index database are updated daily. Through the extraction, cleaning, identification and information mining of massive data on the Internet, the platform strives to reflect the latest news on China-ASEAN comprehensively and efficiently, offering the simplest digital representations of results in real time.

As the core of the big data platform, the analytical index system strives to ensure that the calculations for different countries with different institutional systems under a unified framework maintain horizontal comparability, longitudinal coherence, a uniform scale and accurate measurement.

Fourth, research and development. Based on the platform’s data foundation and technical advantages, in addition to research reports and studies, papers and other textual outputs, in the future, our team will focus on integrating and developing embedded analysis models and the measurement analysis software to import data. We welcome collaborations from additional researchers and data owners.

Through such a multidimensional and dynamic index system, the platform has refined the China-ASEAN Marine Economic Cooperation Index. The generated index will be released periodically to comprehensively and systematically portray the trending dynamics of marine economic cooperation between China and ASEAN countries and generate
